So by sleight of hand, on the basis of the nearly $80bn of ODA that is loosely linked to climate change, the OECD is able to claim that its member states are close to achieving the Green Fund target. 
Moreover, the OECD claims that its members are already donating two thirds of the Green Fund’s total as part of their existing aid ( 1). Most countries of the North have failed to meet their ODA commitments for the last 50 years. Globally, the ODA total is around $150bn, half of what it should be. In the early 1970s ODA was set at 0.7% of donor countries’ GDP, but with a few exceptions (Sweden and Norway give more than 1%) most provide only half that. The $100bn was originally to be supplementary to the ODA (Official Development Assistance) given by OECD (Organisation for Economic Co-operation and Development) members to developing countries. To date, it has achieved barely 10% of that. The fund’s establishment was agreed in Copenhagen in 2009 and confirmed in the 2015 Paris Agreement, which set a goal of raising $100bn a year by 2020. The Green Climate Fund (‘Green Fund’) aims to enable countries of the global North to help those of the South limit their greenhouse gas emissions and cope with the worsening effects of climate change.
